Utility Payment Assistance Clinics. The Riverside County Department of Community Action is offering free utility payment assistance clinics throughout Riverside County. Qualifying applicants can receive payment assistance for their gas, electric, wood, propane or oil utility bills. All applicants must meet the established program guidelines.
